Gov. Patrick J. Quinn of Illinois and the state’s senior senator, Richard J. Durbin have been enthusiastic about the plans, as they believe utilizing the prison will bring jobs to a poor portion of the state.

This is part of a larger effort on the part of the Obama administration to close down Guantanamo Bay Prison. Many GOP congressman object to this proposal because they believe this will increase the risk of a terrorism attack on American soil.
