Shock is palpable on Cleveland’s east side as residents react to Anthony Sowell’s arrest. Sowell, a convicted sex offender has been charged with multiple counts of murder after 11 bodies were found on his property. Neighbors say that the police were virtually unresponsive to the many missing persons reports that were filed over the years.

Homeless Sex Offenders Directed into the Woods

Homeless sex offenders in Georgia are being directed into the woods to live since there is no other place to live for them without breaking the law. According to Georgia’s law, they cannot live, work or loiter within 1,000 feet of schools, churches, parks and other spots where children gather, making it really hard for them to find an appropriate place to live.

Are Sex Offender Registries Flawed?

Sex offender registries and “alert programs” have proven to be a flawed systems. This system which exists to keep sex offenders out of the school system and to keep parents “alert,” has minimal research to indicate its effectiveness. Such things as an iPhone application “Offender Locator,” and references in pop culture contribute to the idea that registries existence is more “shame” based then anything else.

Phillip Garrido, a register sex offender charged for kidnapping and rape in the 1970’s, was recently arrested for the kidnapping of a young girl. For the past ten years, Mr. Garrido has been compliant with authorities all the while keeping captive his victim and the two children he fathered with her.

We’ve come to see these registries as a panacea that is going to resolve all sex offender problems. That’s just not realistic.

Says Richard Tewksbury, a justice administration professor at the University of Louisville. Professor Tewksbury has written largely on the subject.
