Legislators are considering the release of nonviolent inmates early to ease budget costs. Governor Mark Sanford has stated that he is opposed to releasing nonviolent offenders.

Prisoners buy these cards and play off of them. The hope is that a prisoner using one of the cards will provide information on the crime to a private number listed on the cards, and help crack these cases.
